The San Joaquin County Superior Court is seeking applicants to serve on the 2011-2012 San Joaquin County Civil Grand Jury.  The deadline for application submission is March 14, 2011.

Interested qualified citizens may obtain an application by calling (209) 468-2827 or stopping by the Superior Court Clerk’s Office at:

Civil complaint to be filed in case of abused Tracy teen

SACRAMENTO, CA -- Now that the four adults who inflicted more than a year of beatings on a Tracy teen have been convicted, lawyers for the boy known as Kyle Doe plan to take on a system that should have protected him.

Details of a civil complaint will be announced Wednesday at 10:30 a.m. in Sacramento on behalf of the teen, who escaped from a home in Tracy where he had been held captive, beaten and starved.

Kyle's aunt and uncle, Sydney and Ralph Perry, plan to attend the news conference with attorney John Demas.

The complaint alleges Kyle endured years of abuse while living with Caren Ramirez in Sacramento County, who had been his guardian. According to a release from Kyle's legal team, Child Protective Services in Sacramento County "ignored and mishandled substantial evidence of abuse and neglect by Ramirez over a period of six years."

Highs today will be in the lower 60s. Clear skies overnight and the lack of wind will allow temperatures to drop into the upper 20s to lower 30s, so frost is a threat for early morning hours Thursday. Take action to protect delicate vegetation.

The good news with Tuesday’s wind is the blustery weather may have dried the atmosphere enough to keep fog from setting up early Thursday.

One killed in early morning crash on Hwy 99

MANTECA - A person was killed in a car crash early Wednesday morning on northbound Highway 99 at Yosemite Avenue.

California Highway Patrol deputies responded to the crash just before 2 a.m. and found a vehicle that had overturned and landed on its roof in the middle of the road.

Deputies said one person inside the vehicle died on the scene. The victim's name has not been released.

No one else was injured in the crash.

Civil Grand Jury members serve for a one-year period beginning July 1, 2011. The Grand Jury is comprised of 19 citizens whose names are randomly selected from those applicants nominated by the Judges of the Superior Court.

A Wind Advisory is in effect until 7 p.m. Tuesday as north winds funnel down through the valleys sweeping from Marysville through Modesto. Winds will be strongest this afternoon. Most areas can expect gusting winds up to 45 mph until late in the day, according to News10 meteorologist Mellisa Paul.

Along with the winds, a cooler air mass is helping to drop our temperatures by another 10 degrees. Paul said Tuesday highs in the Valleys will be in the upper 50s, mid 50s for the foothills and the mid 30s for the Sierra.

Tuesday night skies will be clear and will stay mostly clear for the balance of the week.

Manteca man gets 68 years for stabbing wife

MANTECA, CA (AP) - A Manteca man who stabbed his wife to death as she held their 3-year-old son in her arms has been sentenced to 68 years in prison.

The Stockton Record says Jesse Tellez was sentenced Monday for first-degree murder. Prosecutors say he stabbed his wife, Tevanie Tellez, in front of their 12-year-old daughter in July of 2009. His wife was holding their son when she was attacked.

In court, Tellez wept as his daughter, now 13, told him that she still loves him but feels as if both her parents are dead.

In the local forecast, all good things must come to an end and that goes for the 70 degree temperatures.

A shift in the jet stream will allow temperatures to cool during the next few days. Monday's highs will range from the mid to upper 60s under mostly sunny skies, according to News10 meteorologist Darla Givens.

Winds in the valley will be around 10 degrees. Stronger winds are expected in the Sierra and there is a Lake Wind Advisory in effect for the Tahoe Basin from 1 p.m. until 10 p.m. Monday. Givens said winds will be from the west at 10 to 20 miles per hour with gusts to 30 miles per hour.

A trough makes it way out of the Gulf of Alaska later in the week. Moisture will be limited, but cool temperatures will linger.
